Restoration House, Inc. (RH) is constructing 10 new affordable SRO (single-room occupancy) units to provide supportive housing for individuals who are diagnosed as having Serious and Persistent Mental Illnesses (SPMI). Project (SSP).
Restoration House, Inc. has served Clatsop County for over 25 years. Additionally, Restoration House, Inc. (RH) works closely with other community partners and a diverse Board Membership to offer equity of service in a peer-driven, peer-run model. Currently serving up to 15 men referred, screened and assessed, this residential center provides Clatsop County (including the Astoria, Seaside, and City of Cannon Beach) a level of safety that aligns closely with the 2030 Together's Vision of Health, Safety and Resilience: (e.g., fewer incidents of smoking, alcohol and drug abuse, mental illness, safe, equitable and inclusive community, etc.). RH offers supportive housing while residents access needed treatment and stabilization from RH's referring partners during reentry into the community. Restoration House, Inc. has and will provide Clatsop County the supports and environment that have made the difference for many clients’ experiences of being successfully housed versus chronic homelessness and recycling through systems ill-prepared to meet the long-term needs of this population.
RH’s primary focus to provide Serious and Persistent Mentally IIl (SPMI), recovery, and reentry residents with community-based housing while encouraging independent living with support services readily available on a voluntary
basis. The active voluntary engagement and interaction with all RH recovery and SPMI residents is the most important aspect to potential tenancy issues and are actively incorporated into RH/CBH's (Clatsop Behavioral Healthcare) dailysupportive housing model.
RH has partnered (contractually) with Clatsop Behavioral Healthcare (CBH) to provide RH's SPMI clients with wrap-around services and mental health treatment
incorporating evidence-based counseling and recognized best practices.
Clatsop Behavioral Healthcare (CBH) has worked closely with Restoration House, Inc. (RH) for over 15 years. CBH is committed to RH’s success and its partnership in serving SPMI individuals. SPMI residents ' participation in CBH services is voluntary and not a condition of tenancy. Clatsop Behavioral Healthcare (CBH) envisions a continued
partnership with Restoration House, Inc. (RH) to improve and expand the overall quality and quantity of housing to serve mutual clients’ needs. RH primarily focuses on providing residents with community-based housing while
encouraging independent living with culturally appropriate and responsive support services readily available for when they might be needed. Please refer to the Professional Service Agreement dated July 2022, which is available upon request. RH has
maintained long-standing and committed referring and funding partnerships to ensure the sustainability of the SPMI SRO Project/Program. Clatsop Behavioral Healthcare’s case management team collaborates with RH outpatient programs to
connect clients/residents with their needed services and resources. All modes of engagement ensure the clients/residents are connected to every appropriate resource to help them experience the independence and recovery they desire. CBH/RH
believes everyone deserves the opportunity to pursue their goals at their own pace, and the CBH/RH culturally appropriate and responsive community support team is there every step of the way.
Clatsop Community Corrections also remains closely involved with each agency resident’s stay to manage and oversee needed probationary, mental health, and substance abuse treatment and to monitor the reentry of offenders released from
more restrictive settings, therefore affording opportunity for restorative justice, recovery, and public safety.

SSP's new SRO units are primarily funded through a partnership with the Oregon Health Authority, Behavioral Health (OHA) via a $ 1,489,088.00 HB-5024 Grant (#180397). HB-5024 Grants are strictly contracted to limit funding to new housing construction that provides supportive housing for SPMI residents. The estimated projected cost per SPMI SRO room is $126,000, and an additional renovation budget of $500,000+. The SSP is projected to cost $1,965,900.00 (well over $2,000,000 inflation-adjusted). Continued
support from Columbia Pacific CCO (CPCCO) is crucial to address projected shortfalls
in OHA funding and additional renovation funding needs beyond the OHA grant guidelines.. The Clatsop County's Serious and Persistent Mental Illness (SPMI) community needs affordable housing, alternatives to homelessness and home instability, and access to behavioral healthcare. One in 40 individuals in Clatsop County are
unhoused, and Clatsop County has the highest rate of homelessness per 1000 in Oregon (2021). The number of unsheltered people in Clatsop County (529 in 2022) met the criteria to be included in the Homelessness State of Emergency declared
on Jan. 10, 2023. Restoration House, Inc. has and will expand through the completion of the SPMI SRO Project. It is committed to providing affordable, supportive housing and contracted behavioral healthcare services to Clatsop County's SPMI community. RH has a lower financial barrier to entry; no secure deposit requirements, and RH limits the
rental financial obligation to 30% of the resident's income. There is an existing CBH subsidy available. RH works with other agencies, such as Clatsop Community Corrections, Care Oregon, and Clatsop Community Action, to secure other
subsidies when appropriate and necessary. When the SPMI SRO Project (SSP) is complete, RH expects to provide Clatsop County with 26 supportive housing beds, of
which 10 will be long-term SRO units and 16 more transitional supportive housing. The 10 new
construction SROs will be exclusive for RH's SPMI population, and the remaining 16 beds (6 SROs and 10 congregate living beds) will be for short-term housing accommodating direct referrals from Clapsop Behavioral Healthcare (CBH), Clapsop Community Corrections (CCC), CPCCO, and Providence Seaside Hospital.
SSP's new construction SRO units are primarily funded through a partnership with the Oregon Health Authority, Behavioral Health (OHA) via a $ 1,489,088.00 HB-5024 Grant (#180397). HB-5024 Grants are strictly contracted to limit funding to new housing construction that provides supportive housing for SPMI residents. The CPCCO Grant will leverage the OHA HB-5024 and RH/Local Grants funding in covering the estimated projected gap between new construction and renovation cost, approximating $500,000, with a total project cost of $1,965,900.00. The renovation cost including but are not limited to, major 2nd floor upgrades to Rooms #4,5,6 (bathrooms included), widening of 2nd floor hallway to meet code, substantial roof demolition to accommodate the new addition, upgrades to the electrical and plumbing in the Main House, expansion and renovation of
the kitchen. Also included is the renovation of community/dining/utility rooms, structural property modification (i.e., retaining walls, parking lot), furnishings, and installation and integration of utilities with the existing systems. Both new construction and renovation costs have not been adjusted for recent inflationary increases, and the will be specific
cost increases above what is projected. Continued support from CPCCO is crucial to address projected shortfalls in OHA funding and additional funding needs beyond the OHA grant guidelines. Restoration House, Inc.'s funding contributions and numerous local grants, totaling $116,580, have been applied to start-up costs such as legal, architectural, insurance, staff project allocated reimbursements, back-up electrical generator, and
preliminary resident relocation activity.
